<p>For more than two years, Nancy Pelosi has played a starring role in Republican attacks on Democratic congressional candidates. Former House Speaker Dennis Hastert (R-Ill.) warned of the liberal horrors of a Pelosi regime in the runup to the 2006 elections, and so far this year Republicans have tried to use the current House speaker against Democratic challengers in House races in Mississippi, Louisiana and North Carolina.</p>
<p>It didn’t work in 2006, and it’s not working this year, yet many Republicans continue to use Pelosi power as the ultimate threat to American governance.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>A rush of Republican retirements has positioned Democrats to pick up 20 or more seats in the House and transform what might otherwise be a march to modest gains on <span class="yshortcuts">Election Day</span> into a wave to a lopsided majority.  Across the country, GOP departures — many in districts the party has controlled for decades — have made an extraordinarily grim election year even tougher for Republicans.</p>
<p>If Democrats can capture a substantial number of the <span class="yshortcuts">GOP</span>&#8217;s 29 so-called open seats, they will have a stronger hand in the new Congress at moving an agenda that includes raising taxes on the wealthy and cutting them for the middle class, steering more federal benefits to low-income families and expanding health care coverage.</p>

<p>Voter displeasure with the war and economy, coupled with Sen. <strong>Barack Obama</strong>&#8217;s popularity, has the House GOP running for cover. Even though polls have shown that Americans don&#8217;t like congressional Democrats any more, a new internal GOP tally of House races suggests a Democratic route that could keep the Republicans in the minority for decades. A document provided to Washington Whispers from a House GOP official shows that they could lose a net 34 seats. That means the Democrats would have a 270-165 advantage in the <span style="color:#005497;">111th Congress</span>. In the Senate, Republicans expect to lose also but to keep up to 44 seats, ensuring their ability to stage a filibuster.</p>

Joe Biden of Delaware late Friday night to be his vice presidential running mate, <strong>CBS News director of political coverage Steve Chaggaris</strong> confirms, balancing his ticket with an older congressional veteran well-versed in foreign policy and defense issues.</p>
<p>Biden, 65, has twice sought the White House, and is a Catholic with blue-collar roots, a generally liberal voting record, and a reputation as a long-winded orator.</p>
<p>Across more than 30 years in the Senate, he has served at various times not only as chairman of the Foreign Relations Committee but also as head of the Judiciary Committee, with its jurisdiction over anti-crime legislation, Supreme Court nominees and Constitutional issues.</p>

<p>GOP senators have disregarded the views of both McCain and Bush recently.  Two lopsided votes in the U.S. Senate last week reveal a power vacuum in the Republican Party. President Bush’s influence is diminishing quickly, Sen. John McCain has not yet established himself as the party’s leader, and Senate Republicans are worried more about their own reelection prospects than they are about the need to stand by either man.</p>
<p>But in joining Democrats in voting to override Bush’s veto of the Farm Bill and to approve Virginia Democratic Sen. Jim Webb’s expansive new GI Bill, a substantial number of Senate Republicans also disregarded McCain. The Arizona senator has said he would have vetoed the Farm Bill if he were president, and he opposes Webb’s GI Bill in favor of a less expensive version of his own.</p>

<p>The centerpiece of the 1,055-page Energy Independence and Security Act is an increase in the Corporate Average Fuel Economy standards to 35 miles per gallon (15 km per liter) by 2020, the first congressional boost in fuel rules since 1975.</p>
<p>The plan &#8212; an amalgam of energy priorities driven by House Speaker Nancy Pelosi &#8212; passed by 235-181 in a mostly party-line vote.</p>

<p>The move represented a bitter retreat for Senate Democrats who, in taking over Congress this year, pledged to pay for new tax cuts or programs rather than add to the federal deficit. But with Republicans refusing to go along, most Democrats joined them in endorsing a temporary fix of the alternative minimum tax without corresponding offsets rather than be held responsible for a surprise tax burden falling on 19 million taxpayers.</p>
